EIPD – Eidgenössischer Personenidentifikator

EIPD is the new buzzword when it comes to the new law of register harmonisation in Switzerland [1]. A representative of the national organisation of data protection officers stated:

Der EPID würde es möglich machen, eine beliebige Anzahl von eidgenössischen, kantonalen und kommunalen Datensammlungen miteinander zu verknüpfen. Das sei in den Augen der Datenschutzbeauftragten mit dem Persönlichkeitsschutz und der Menschenwürde nicht vereinbar.

The aim of such a project is to make the administration more efficient. The project lead is located at the \”Bundesamt für Statistik\” [2]. Regarding the reactions in the public, one could have the impression, that Switzerland takes a leading role in that domain. But as having found in an official paper (\”Vernehmlassungsunterlagen\”), e.g. Denmark, Sweden, Norway and Finland seem to have introduced that kind of systems earlier; I came across a document on Norway for example, that refers on behalf of \”Arthroplasty\” [3] to such a register:

Statistical methos[..]Information on revisions is linked to the data already collected on earlier operations using the unique identification number assigned to each inhabitant of Norway. Thus, ordinarily statistical methods related to analyses of failure times are applied.

We certainly will follow this discussion.
